Lenora Regional Stormwater Facility <br />Agreement No. WQC-2025-EverPW-00177 <br />WATER QUALITY COMBINED FINANCIAL ASSISTANCE AGREEMENT <br />BETWEEN <br />THE STATE OF WASHINGTON DEPARTMENT OF ECOLOGY <br />AND <br />CITY OF EVERETT <br />This is a binding Agreement entered into by and between the state of Washington , Department of Ecology, hereinafter <br />referred to as “ECOLOGY,” and City of Everett, hereinafter referred to as the “RECIPIENT,” to carry out with the <br />provided funds activities described herein. <br />GENERAL INFORMATION <br />Project Title: <br />Total Cost: <br />Total Eligible Cost: <br />Ecology Share: <br />Recipient Share: <br />The Effective Date of this Agreement is: <br />The Expiration Date of this Agreement is no later than: <br />Project Type: <br />Project Short Description: <br />This project will improve water quality in the Snohomish River through installation of a Filterra Bioscape system at the <br />east end of Lenora Street in the City of Everett. This project will provide treatment for total suspended solids (TSS), oil <br />(total petroleum hydrocarbons), dissolved copper and zinc, and total phosphorus. <br />Project Long Description: <br />This project is the first of three phases that, when complete, will treat stormwater from a 258.4-acre contributing area <br />before it enters the Snohomish River. ECOLOGY reviewed and accepted the Design Report and 90% Design Package <br />for all phases under grant WQC-2019-EverPW-00051. The Snohomish River is not on Washington’s 303(d) List, but <br />provides important habitat for salmonid spawning, rearing, and migration. <br />The RECIPIENT will complete the first phase of construction which includes a five -cell Filterra Bioscape system with <br />$11,085,400.00 <br />$10,275,200.00 <br />$8,733,920.00 <br />$1,541,280.00 <br />07/01/2024 <br />01/31/2027 <br />Stormwater Facility
