, and gutters, installation of necessary drainage and hydrants, and doing such other work in the entire district as may be necessary in connection therewith, such improvement to be made according to plans and specifications prepared under the direction of the city engineer and now on file in the office of the city engineer, which plans and specifications are hereby adopted and approved. Section 2: That the cost and expense of such improvement, including the necessary and incidental expenses, shall be borne by and assessed against the property inolu4.ed in the assessment district hereafter created in accordance with law. The city of Everett shall not be liable in any manner for any portion of the cost and expense of such improvement. Section 3: That there is hereby established a local improve- ment district to be called "Local Iffprovement District No. 333 ", which said district shall include the following described property, to-wit: Lots 17 and 18, Block 2, Friday' s First Addition; lots 4 to 15, inclusive, block 4; lots 7 to 11, inclusive, block 7; lots 8 to 13 , inclusive, block 8; lots 1 to 11, inclusive, and 16 to 21, inclusive, block 9; all in Friday' s Second Addition; lots 1 to 4, inclusive, block 1; lots 1 to 17, inclusive, block 2; lots 1 to 15, inclusive, block 4; lots 1 to 5, inclusive, block 5; all in Hewitt Heights Addition; lots 1 to 10, inclusive,block 1; lots ?3 to 33 , inclusive, block 2, Headlee's First Addition; lots 1 to 6, block 3; lots 3 and 4, block 4; lot 4, block 7, all in Terrace Addition. Section 4: A special fund is hereby created to be called "Local Improvement District Fund N6. 333 ", which shall consist in the aggregate of the several amounts assessed, levied, and collected on the several lots and parcels of land in said local improvement district, and the proceeds of the sale of all of the bonds of said district, for the purpose of defraying the cost and expense of such improvement . Out of said fund shall be paid the bonds, interest thereon, and the entire cost of said improvement.
