June 8, 2016 <br /> CITIZEN COMMENTS <br /> Jackie Minchew, Everett, spoke about various events related to <br /> environmental concerns. <br /> COUNCIL BRIEFING AGENDA: <br /> Charter Review presentation and discussion. <br /> Presented by Bob Bolerjack, Administration, and Reid <br /> Shockey, Charter Review Committee Chair <br /> Ron Young, Carol Jensen, Brenda Bolanos-Ivory, Gail Chism and <br /> Charlene Rawson, all of Everett, spoke about a geographic <br /> representation, a district election process, and citizen participation in the <br /> election. <br /> Council Member Stonecipher noted that she had previously moved a <br /> district election process topic be referred to the General Government <br /> Subcommittee for an in-depth study and hoped another council member <br /> from the prevailing side would make the motion to refer it back to a <br /> Council subcommittee for a bigger discussion. <br /> Council Member Moore stated that a discussion about a district election <br /> process would better suit Council Committee of the Whole. <br /> Council Member Franklin stated she agreed with Council Member <br /> Stonecipher's comments and would like this topic be referred to the <br /> General Government Subcommittee; however she did not make a formal <br /> motion. <br /> Staff report and update on the changing for-hire transportation <br /> industry. <br /> Presented by Katie Rathbun, Legal <br /> Council Member Bader inquired if an audit process was implemented by <br /> the City of Vancouver. <br /> 187 <br />
