MEMORANDUM <br /> To: Michael Brick, City of Everett <br /> From: - <br /> Edward Koltonowski MSC CE <br /> Date: Dec 19, 2023 <br /> Subject: LEDI Coffee Co—New Trip Generation <br /> This memo summarizes the trip generation for the proposed LEDI coffee stand to be located at the <br /> Shell gas station at 9501 19th Ave SE Everett WA. The stand would be less than 100 SF and only <br /> have 1 drive-through lane no indoor seating. The site is currently undeveloped and vacant.. <br /> 1. TRIP GENERATION <br /> Trip generation calculations for the Development are based on testimony from the owner operator as <br /> well as experience with such coffee stands across the Puget sound region.The facility has no site down <br /> area and is a single operation. The ITE Trip Generation Manual, I V, Edition (2021) does have some <br /> data on shops but not specific to building size (SF) or on reduced opening times except that those <br /> survey were typically open for 16+ hours a day. Therefore it would be appropriate to use local <br /> development specific nature of this single operators use into account. <br /> It should be note that Snohomish county identifies that such coffee stands on major roadway do not <br /> typically generate any new trips (100% passby) as all the trips are considered non primary ie on their <br /> way to or from other location ie passing by. The City does not typically accept that 100% are drive <br /> through but does accept that closer to 80% are typically passby. This development being less than <br /> 100SF and only one drive through would be on the lowest of the range of ITE data ie 2 gross trips per <br /> lane which after even the lower city passby rate would be less than 1 new PM peak hour trip. However <br /> more importantly the city measures capacity and traffic mitigation fee needs based on the afternoon <br /> commute peak hours of 4-6 PM. <br /> The owner operator Ruslan Cherkasskikh has identified this this store will be closed by 4 pm. The store <br /> is less than 100 SF and only has 1 drive through He has provide a letter/testimony with such statement. <br /> Therefore there would be no PM peak hour trips generated by this coffee stand, thus there should be <br /> no capacity (traffic mitigation fee) charge for that time. The owner understands that if they do <br /> regularly stay open after 4pm they may be reassessed traffic mitigation fees unless once open he can <br /> demonstrate that all the customer trips after 4 pm are passby trips on their way to a different destination <br /> than back from whence they came. <br /> Colby2828 00 Everett, WA 98201 ; <br />
