Determine whether there is/are unpermitted non-stormwater discharges to storm drains <br /> or receiving waters, such as process wastewater and vehicle/equipment washwater, and <br /> either eliminate or obtain a permit for such a discharge. <br /> Record Keeping <br /> Retain the following reports for three years: <br /> 1. Visual inspection reports which should include: scope of the inspection,the personnel conducting <br /> the inspection,the date(s)of the inspection,major observations relating to the implementation of <br /> the SWPPP(performance of the BMPs,etc.)and actions taken to correct BMP inadequacies. <br /> 2. Reports on spills of oil or hazardous substances in greater than Reportable Quantities(Code of <br /> Federal Regulations Title 40 Parts 302.4 and 117), including the following: oil, gasoline,or diesel <br /> fuel, that causes a violation of the State of Washington's Water Quality Standards,or,that causes <br /> a film or sheen upon or discoloration of the waters of the State or adjoining shorelines or causes a <br /> sludge or emulsion to be deposited beneath the surface of the water or upon adjoining shorelines. <br /> 3. To report a spill or to determine if a spill is a substance of a Reportable Quantity,call Ecology's <br /> Northwest Regional office at(425)649-7000 and ask for an oil spill operations or a hazardous <br /> waste specialist. Also refer to Emergency Spill Response in Washington State, Publication ft 97- <br /> 1165-CP. <br /> 3.3 Activity Specific BMPs <br /> 3.3.1 Activity Code Al - Cleaning and Washing Activities <br /> A1.1 Cleaning or Washing of Tools, Engines, and Manufacturing Equipment <br /> Description of Pollutant Sources: This activity applies to businesses and public agencies that clean <br /> manufacturing equipment such as saws, grinders, screens, and other processing devices outside of <br /> buildings, and to businesses engaged in pressure washing of engines,equipment, and portable objects. <br /> Pollutants sources include toxic hydrocarbons,organic compounds,oils and greases,nutrients,heavy <br /> metals,pH, suspended solids,biochemical oxygen demand(BOD), and chemical oxygen demand(COD). <br /> Pollutant Control Approach: The preferred approach is to cover and/or contain the cleaning activity or <br /> conduct the activity inside a building,to separate the uncontaminated stormwater from the pollutant <br /> sources. Washwater must be conveyed to a sanitary sewer after approval by the City,temporarily stored <br /> before proper disposal,or recycled—with no discharge to the ground,a storm drain, or surface water. <br /> Washwater may be discharged to the ground after proper treatment in accordance with Ecology guidance <br /> WQ-R-95-56, "Vehicle and Equipment Washwater Discharges,"June 1995. The quality of any discharge <br /> to the ground after proper treatment must comply with Ecology's Ground Water Quality Standards, <br /> Chapter 173-200 WAC. Contact the Ecology Northwest Regional Office for an NPDES permit <br /> application for discharge of washwater to surface water or to a storm drain after onsite treatment. <br /> Required BMPs <br /> The following BMPs, or equivalent measures, are required of all businesses and public agencies engaged <br /> in cleaning or washing of vehicles,tools,engines, equipment, and portable objects: <br /> 1. Employees shall be educated to control washing operations to prevent stormwater contamination. <br /> Volume IV—Source Control <br /> 3-4 <br />
