CITY OF EVERETT STORMWATER MANAGEMENT MANUAL <br /> 3.3.6 Activity Code A6 - Dust Control and Soil and Sediment Control <br /> A6.1 Dust Control at Disturbed Land Areas and Unpaved Driving and Parking Areas <br /> Description of Pollutant Sources: Dust can cause air and water pollution problems particularly at <br /> demolition sites,disturbed land areas, and unpaved driving and parking areas. <br /> Pollutant Control Approach: Minimize dust generation and apply environmentally friendly and <br /> government approved dust suppressant chemicals,if necessary. <br /> Required BMPs <br /> 1. Sprinkle or wet down soil or dust with water as long as it does not result in a wastewater <br /> discharge. <br /> 2. Only local and/or state government approved dust suppressant chemicals shall be used,such as <br /> those listed in Ecology publication No.96-433, "Techniques for Dust Prevention and <br /> Suppression." See BMP C126,Polyacrylamide for Soil Erosion Protection,in Volume II of this <br /> manual. <br /> 3. Avoid excessive and repeated applications of dust suppressant chemicals. Time the application of <br /> dust suppressants to avoid or minimize their wash-off by rainfall or human activity such as <br /> irrigation. <br /> 4. Apply stormwater containment to prevent the conveyance of sediments and or dust suppressant <br /> chemicals into storm drains or receiving waters. <br /> 5. The use of motor oil for dust control is prohibited. Care should be taken when using lignin <br /> derivatives and other high BOD chemicals in excavations or areas easily accessible to surface <br /> water or groundwater. <br /> 6. Consult with the Ecology Northwest Regional Office on discharge permit requirements if the dust <br /> suppression process results in a wastewater discharge to the ground,groundwater,storm drain,or <br /> surface water. <br /> Suggested BMPs for Roadways and Other Trafficked Areas <br /> 1. Consider limiting use of off-road recreational vehicles on dust generating land. <br /> 2. Consider paving unpaved permanent roads and other trafficked areas at municipal,commercial, <br /> and industrial areas. <br /> 3. Consider paving or stabilizing shoulders of paved roads with gravel,vegetation, or City approved <br /> chemicals. <br /> 4. Encourage use of alternate paved routes,if available. <br /> 5. Vacuum or wet sweep fine dirt and skid control materials from paved roads soon after winter <br /> weather ends or when needed. <br /> 6. Consider using traction sand that is prewashed to reduce dust emissions. <br /> Suggested BMPs for Dust Generating Areas <br /> 1. Prepare a dust control plan. Helpful references include: Control of Open Fugitive Dust Sources <br /> (EPA-450/3-88-088) and Fugitive Dust Background Document and Technical Information <br /> Document for Best Available Control Measures(EPA-450/2-92-004). <br /> 2.
