5.0 SUMMARY OF MINIMUM DEVELOPMENT REQUIREMENTS 5.1 Minimum Requirement#1: Preparation of Stormwater Site Plans This is the Stormwater Site Plan. It is prepared in accordance with Chapter 3 of Volume I of the 2005 WDOE Manual. ' 5.2 Minimum Requirement#2: Construction Stormwater Pollution Prevention (SWPP) A Stormwater Pollution Prevention Plan has been designed as part of the design drawings for the proposed Site Preparation project. This Plan provides erosion and sediment control information, locations where Best Management Practices (BMPs) shall be implemented, and requirements that the contractor must follow throughout construction. These BMPs include, but are not limited to the use of C105: Stabilized Construction Entrance, C233:Silt Fence, C220 Storm ' Drain Inlet Protection, and C 123: Plastic Covering for any stockpiles. The SWPP Plan, includes Temporary Erosion and Sediment Control(TESC)measures and is part of the contract documents for construction of the project. Additional erosion control measures may be applied on an as needed basis as directed by the Certified Erosion Control Specialist(CESL), City of Everett personnel, or Contractor. At the completion of the project ' exposed soils will be seeded or stabilized with a gravel base. 5.3 Minimum Requirement#3: Source Control of Pollution During the construction phase of the project, source controls measures will be implemented. These measures are discussed in Minimum Requirement#2. The final Building Addition will implement BMPs for Fueling at Dedicated Stations and BMPs for Maintenance of Stormwater Drainage and Treatment Systems. Maintenance of stormwater systems is also included in the O&M Manual located in the Appendix of this report. ' 5.4 Minimum Requirement#4: Preservation of Natural Drainage Systems and Outfalls No modifications to the existing drainage system or outfalls are proposed. Runoff from the proposed improvements will continue to drain into the existing conveyance system on-site discharging from the site in the northeast corner of the PUD facility. ' 5.5 Minimum Requirement#5: On-Site Stormwater Management The DOE Manual requires the use of onsite Stormwater Management BMPs to infiltrate, disperse, and retain stormwater runoff onsite to the maximum extent feasible without causing flooding or erosion impacts. Due to the presence of glacial till with low permeability stormwater infiltration is not proposed. The proposed plan utilizes bio-retention and sheet flow dispersion which considering the soil conditions aligns with the intent of this requirement. DAVID EVANS AND ASSOCIATES,INC.
