STORMWATER POLLUTION PREVENTION PLAN (SWPPP) <br /> SUPPLEMENTAL NARRATIVE <br /> ' This entire Drainage Report together with the full construction plan set for the Anthem Self- <br /> Storage Facility, constitute a Stormwater Pollution Prevention Plan per the guidelines of C.O.E. <br /> II-2.1 (2010 edition). D.O.E. regards them as inseparable components of the same plan, and <br /> ' requires that the entire plan be on site or easily accessible to the site during construction. To <br /> enable ease of use and to promote compliance, all of the required information of substance is <br /> integrated into the accompanying construction plan. Most of the required background narrative <br /> is incorporated in this Drainage Report. This supplemental narrative provides required <br /> information not presented elsewhere in this report and fulfills the applicable documentation and <br /> paperwork requirements. <br /> ' It is the responsibility of the owner or lessee of the land being developed to prepare and submit <br /> the Construction SWPPP to local authorities. In addition the operator of the construction site <br /> must apply for permit coverage and is responsible for applying and following the terms of the <br /> Construction Stormwater General Permit. Because the proposed area of disturbance exceeds one <br /> acre, this project requires a Stormwater General Permit under the National Pollutant Discharge <br /> ' Elimination System(NPDES). The completion of a Notice of Intent (NOI)Application should <br /> be submitted to Washington Department of Ecology(D.O.E.) at least sixty days prior to <br /> discharging stormwater from the project site. <br /> Twelve Elements of Construction Stormwater Pollution Prevention: <br /> 1. Mark clearing limits: Clearing limits and marking requirements are shown on the grading <br /> ' and T.E.S.C. plan, Sheet C2.0 of the construction plans. The clearing limits encompass the <br /> entire site and the sidewalk, curb and gutter on Everett Mall Way as well as the portion of <br /> WSDOT right-of-way for the storm outfall discharge pipe. <br /> ' 2. Establish construction access: An armored construction access is shown on the grading and <br /> T.E.S.C. plan, Sheet C2.0 and City of Everett detail, Sheet C2.2 of the construction plans. <br /> Street sweeping is addressed in T.E.S.C. General Note#12, Sheet C2.1. Wheel washes are <br /> ' not required by the basic T.E.S.C. plan for dry-season work, but if winter grading occurs <br /> wheel washes are an option that may become mandatory if shown to be necessary during the <br /> wet season. <br /> 3. Control flow rates: A detention facility is proposed to collect stormwater runoff from <br /> impervious surfaces and release the runoff through a control structure per rates regulated by <br /> the City of Everett and passing the WWHM2012 calculations. One of the first steps in <br /> ' grading the site will be to construct the water quality, detention and outflow system and use it <br /> to collect any storm runoff that may occur during the rest of the construction process. <br /> 4. Install sediment controls: Silt fences, straw wattles, an armored construction entrance, catch <br /> ' basin inlet protection and mulching are specified for sediment control. Locations and details <br /> are provided in the construction grading and T.E.S.C. plans Sheets C2.0, C2.1, C2.2. <br /> 5. Stabilize soils: The notes on Sheet C2.0, T.E.S.C. notes on Sheet C2.1 of the construction <br /> ' plans and the details on Sheet C2.2 provide specifications to meet D.O.E. stabilization <br /> requirements for disturbed areas and stockpiles. <br /> f <br /> 1 <br />
