Exhibit A (Scope of Work) <br />SCOPE OF WORK <br /> <br />Task One – Right of Way acquisition and support <br />1.1 Aquire up to eight missing easement sections along the north Water Transmission <br />Line northern corridor, per maps, R/W plans, and legal descriptions provided by City. <br />• Consultant to provide appraisal waiver valuation recommendations to City or <br />recommend independent appraisal firm and manage appraisal task to establish <br />fair market value for the required easements. <br />• City to contract and pay for appraisal services if required. <br />• City to establish just compensation. <br />• Consultant to draft offer documents based on City’s establishment of just <br />compensation, using City standard templates, present offers to property owners, <br />negotiate in good faith and recommend administrative actions to reach <br />agreement with the property owners. <br />• Consultant to facilitate payments to property owners and recording of any new <br />easements. City to make payments direct to property owners for compensation <br />of acquired easements. City to reimburse consultant direct for any recording <br />cost, notary fees or other direct costs to process easement closing. <br /> <br />1.2 Analyze and inventory existing easements along south Water Transmission Line <br />Corridor, per maps and right of way plans provided by the City. <br />• Copies of current easements and/or title reports to be provided by the City to <br />Consultant. <br />1.3 Recommend updates to easement template for easements identified in tasks 1.1 <br />and 1.2. Provide workplan for negotiations to secure additional easements or to <br />supplement existing easements, along the south Water Transmission Line Corridor. <br />• Future work authorization for 1.3 will be determined by City and Consultant, <br />following cost estimate and analysis of inventory of existing easements along the <br />southern alignment. <br /> <br />Task Two – On-call Real Property and Right of Way professional services for Public <br />Works & Utilities. Work under this task shall be individually authorized by task order by <br />Everett Public Works & Utilities on a per task basis. <br />2.1 Real Property and Right of Way on-call services as authorized and defined by task <br />order <br /> <br />
