Mr. Aaron Gay <br />Plan Check Number: BW2106-002, First Building Review <br />April 13, 2022 <br />General <br />The project includes a second kitchen in the Proposed Basement Plan on Sheet A-1. This is not <br />allowed per the Planning regulations for a single-family residence. A second kitchen is allowed <br />for an ADU, but the proposed scope does not state that the Basement area will be an ADU. <br />The kitchen should be removed, or additional documentation including an updated application <br />with the appropriate project scope should be submitted for review. Contact Planning for <br />additional information. <br />Architectural <br />The Basement level should be provided with a means of egress. Either the interior or exterior <br />stairway may be used to satisfy this requirement; egress shall not be through the <br />garage. Details for the construction should be included. The stair rise and run, and width, <br />should be specified. A section showing the headroom clearances should be provided. Landing <br />and handrails should be provided. Structural modifications may be required. Note that if the <br />project does not include creating an ADU, exceptions to current code requirements may be <br />applied, including reducing the rise and run per IFC Section 1104.10; reductions and exceptions <br />shall not apply to and ADU. See Sections R311.1 and R311.7. <br />2. The type of basement egress windows should be specified and shown to provide the minimum <br />required dimensions and open area. See Section R310.2.1. <br />3. The door between the dwelling and garage should specify a closer. See Section R302.5.1. <br />4. The Framing Plan on Sheet A-3 should specify the minimum clearance(s) under the existing <br />beams. The minimum clearances are required to comply with Section R301.5. <br />5. Smoke and CO alarms should be provided per IRC Sections R314 and R315, including the Main <br />Floor on Sheet A-2. A heat detector is required in the garage per Section R314.2.3. The <br />locations of all alarms should be shown on the plans. A note should be included requiring the <br />alarms to be hardwired, interconnected, and provided with back-up battery power as required. <br />Alarm clearances should comply with Section R314.3 Item 4 and Section R314.3.1. <br />6. The project includes new windows and exterior doors. The required thermal ratings for each <br />type of vertical fenestration should be specified. See WSEC Table R402.1.1. <br />7. The Basement whole house ventilation system is specified in the bathroom. The system should <br />be located in a central area that is open to and has unobstructed air flow with the majority of <br />the habitable space. Alternatively, the system should provide ducting to each room of the <br />house per Section M1505.4.1.1, and the drawings should specify a requirement for testing to <br />verify air flow rates per Section M1505.4.1.6. The system should not have a sound rating <br />exceeding 1.0 sones. The minimum intermittent CFM rate should be specified. <br />8. The toilet in the Basement Plan on Sheet A-1 should specify a minimum 15-inch clearance on <br />each side.
