EVERETT
WASHI NGTON
January 17, 2023
Mr. Aaron Gay
3904 Federal Ave
Everett, WA 98201
CITY OF EVERETT
Permit Services
Email Address: rev aaron@comcast.net
jack@siengr.com (Sound Investigative Engineers, LLC)
RE: Owner: Aaron Gay
Job Address: 3904 Federal Ave
Plan Check Number: BW2106-002, Second Building Review
Dear Mr. Gay,
We have reviewed the responses to the First Review letter dated August 25, 2022. Multiple
comments have not been completely addressed and require additional action before a permit can
be issued. The comments are itemized for consistency with the original review letter. These
comments address building issues only. Additional revisions or additions may be required by other
departments including Public Works, Planning, and Fire.
In order for the processing of your application to continue, the following documentation shall be
submitted to Permit Services for review:
a. Itemized letter addressing the comments provided below.
b. Two complete sets of revised construction drawings.
c. Revised 2018 WSEC — Residential Prescriptive Worksheet
Submittal documents should contain sufficient information and detail to review the proposed project
for compliance with the adopted building codes. Upon submittal of the revised documents, your
application will be given priority and the review will recommence.
Architectural
Per City of Everett records, the Basement level is currently not approved to be occupied
therefore permit BW2106-002 will be converting to habitable space. (See attached letter from
2015). Energy credits are required per WSEC Section R406. The following comments should be
addressed:
a. The "Energy Credits" notes on Sheet A-0 state that the basement will have electric
heating systems. These result in a negative energy normalization credit per WSEC Table
R406.2 Item 3. The total credits required per Table R406.3 is four, not two.
b. The project appears to be proposing the solar panel installation as an alternative to the
energy credits in Table R406.3. Solar panels are covered in Option 6.1. Additional
Page 1 of 2
