The City’s Water <br />Transmission Line No. 5 (WTL5), a 51-inch diameter water pipeline that feeds Reservoir <br />3, is routed through the planned restoration area. <br />Snohomish County has secured grant funding through NOAA and WDFW that will allow <br />the City to conduct a route study and cost-benefit analysis for a potential relocation of <br />TL5 out of the Chinook Marsh Restoration project footprint. Snohomish County is <br />directing $500,000 of the NOAA/WDFW grant to the City for this work through the <br />attached Subaward Agreement. The entire cost of these studies will be covered by the <br />grant, with no local matching funds required. <br />Recommendation (exact action requested of Council): <br />Authorize the Mayor to sign the Subaward Agreement in substantially the form <br />presented with Snohomish County for Route and Cost-Benefit Analysis to relocate Water <br />Transmission Line No. 5. <br />
