SUBAWARD AGREEMENT BETWEEN SNOHOMISH COUNTY AND <br />CITY OF EVERETT FOR ROUTE AND COST BENEFIT ANALYSIS TO Page 1 of 17 <br />RELOCATE WATER TRANSMISSION LINE NO. 5 <br /> <br /> <br />SUBAWARD AGREEMENT BETWEEN SNOHOMISH COUNTY AND CITY OF EVERETT <br />FOR ROUTE AND COST BENEFIT ANALYSIS TO RELOCATE <br />WATER TRANSMISSION LINE NO. 5 <br />Date of Execution through August 31, 2027 <br />This Subaward Agreement Between Snohomish County and the City of Everett to conduct an <br />analysis for the relocation of the City's water transmission line #5 (TL #5) out of the Chinook <br />Marsh habitat restoration area (this “Agreement”), is made by and between Snohomish County, a <br />political subdivision of the State of Washington (the “County”), and the City of Everett, a <br />Washington municipal corporation (the “City”) <br /> <br />RECITALS <br /> <br />A. The National Oceanic and Atmospheric Administration (NOAA) awarded federal <br />Transformational Habitat and Coastal Resilience Grant funds to the Washington <br />Department of Fish and Wildlife (WDFW), Award No. NA24NMFX463C0059-T1-01 <br />beginning September 1, 2024 (the “NOAA Grant”) for work on a series of projects and <br />activities described in the proposal entitled “Transformational Chinook Recovery in South <br />Whidbey Basin Watersheds Phase 2”; <br /> <br />B. WDFW awarded a portion of the NOAA Grant funds in the amount of Eight Hundred <br />Twenty-Six Thousand One Hundred Twenty-Four dollars ($826,124.00) to Snohomish <br />County as a sub-recipient in WDFW Grant Agreement No. 24-26673 (the “County Grant”) <br />to implement certain proposal projects as well as to sub-award and perform grant <br />administration for other projects in the South Whidbey Basin; <br /> <br />C. The County Grant identifies the City as a sub-awardee and requires the County to enter <br />into an agreement to pass through NOAA Grant funds in the amount of Five Hundred <br />Thousand Dollars ($500,000.00) to the City to conduct an analysis of a new route(s) to <br />move the City's water transmission line #5 (TL #5) out of the Chinook Marsh habitat <br />restoration area, and to conduct a Benefit-Cost Analysis for relocation of TL #5; <br /> <br />NOW, THEREFORE, in consideration of the respective agreements set forth below and for other <br />good and valuable consideration, the receipt and sufficiency of which are hereby acknowledged, <br />the County and the City agree as follows: <br /> <br />1. PURPOSE OF AGREEMENT <br /> <br />The County received NOAA Grant funding from WDFW as part of the “Transformational <br />Chinook Recovery in Whidbey Basin Watershed Phase 2” proposal though the County <br />Grant to implement certain projects as well as to sub-award and perform grant
