1.1 SITE DESCRIPTION <br />Access to the site is gained from W Mukilteo Boulevard. The subject property consists of an <br />abandoned retail building, associated parking area, single-family residence, gravel driveways, and <br />undeveloped vegetated areas. Surrounding land use primarily consists of high -density residential <br />development. Edgewater Park is located approximately 95 feet northwest of the property and <br />Edgewater Creek is located approximately 381 feet southwest of the property. Topography of the <br />southern portion of the property is relatively flat and on the northern portion, it slopes steeply to <br />the north and northwest. Vegetation on the property consists of white poplar (Populus alba), Scot's <br />broom (Cytisus scoparius), Himalayan blackberry (Rubus armeniacus), reed canarygrass (Phalan' <br />arundinacea), soft rush (7uncus ffusus), and field horsetail (Equisetum a)vense). <br />WRI identified one slope wetland (Wetland A) on the subject property. <br />1.2 PROJECT DESCRIPTION <br />The applicant is proposing a 25-unit townhome development on this 1.45-acre site. As part of this <br />development activity, the on -site isolated Category IV wetland will be filled and mitigated by <br />purchasing credits from the Skykomish Habitat Bank. These credits will be purchased before the <br />wetland being filled. <br />2.0 CRITICAL AREA DETERMINATION <br />2.1 REVIEW OF EXISTING INFORMATION <br />Before conducting the site investigation, public resource information was reviewed to gather <br />background information on the subject property and the surrounding area in regards to wetlands, <br />streams, and other critical areas. These sources included the USFWS National Wetlands Inventory <br />(NWI), USDA-NRCS Web Soil Survey, City of Everett Online Map Viewer, WA-DNR Forest <br />Practices Application Mapping Tool (FPAMT), WA-DNR Natural Heritage Program, and USGS <br />National Hydrography Dataset (USGS National Map). <br />• United States Fish and Wildlife Service (USFWS) National Wetlands Inventory (NWI) The <br />NWI map does not depict any wetlands on or in the vicinity of the subject property. Refer <br />to Figure 3: National Wetlands Inventory Map of Appendix A. <br />• USDA/Natural Resources Conservation Service (NRCS) Web Soil Survey The Web Soil <br />Survey maps soils on the subject property as Alderwood Gravelly Sandy Loam, 15 to 30 <br />percent slopes. Further descriptions of this soil unit is provided in section 2.1.2 of this report. <br />Refer to Figure 6: USDA-,NRCS Web Soil Survey of Appendix A. <br />• City of Everett Online Map Viewer: The City of Everett snap viewer does not display any <br />features on the subject property. A wetland complex and stream (Edgewater Creek) are <br />depicted approximately 381 feet southwest of the property.
