6. Provisions for all appropriate deeds, dedications,and all other easements; <br /> 7. Provisions made for access to and maintenance of all common facilities; and • <br /> 8. Transportation systems for both motorized and nonmotorized travel modes, <br /> including: streets, alleys, sidewalks,transit stops,bike lanes,and safe pedestrian <br /> routes to schools and schoolgrounds. This includes connections to existing and <br /> planned facilities; <br /> I. Existing Public Services. The proposed project shall be designed to not adversely impact <br /> the following public services: <br /> 1. Police; <br /> 2. Fire; <br /> 3. Parks; and <br /> 4. Schools; <br /> J. Floodplain. The proposed project and design shall meet the requirements of this title and <br /> flood damage prevention requirements in Chapter 19.30 EMC; <br /> K. Landscaping Standards. The proposed project and design shall meet the landscaping <br /> standards as established in Chapter 19.35 EMC. <br /> Other Applicable Regulations <br /> Unit Lot Subdivision Standards in EMC 19.27.030, Townhouse/single-family attached. <br /> Development on individual unit lots within the unit lot subdivision need not conform to the <br /> minimum lot area or dimensional standards of Chapter 19.06 EMC;provided,that overall <br /> development of the parent site meets the development and design standards of the underlying <br /> zoning and the requirements of this section. There shall be no minimum required lot area for <br /> individual lots for attached dwellings;provided the area of the unit lot shall be large enough to <br /> contain the dwelling unit and any accessory structures, decks,fences, garages, driveways, private <br /> yard areas,parking, landscaping or other improvements that are accessory to the dwelling unit; <br /> provided further,so long as conforming to the approved site development plan, such accessory <br /> improvements may encroach upon or be located in an adjoining unit lot or common area <br /> pursuant to an appropriate easement. <br /> Conclusions Based on Findings: <br /> l. Multifamily residential uses are allowed outright in the NB zone, and are encouraged by <br /> the City's Comprehensive Plan housing policies. The proposal would construct 25 units <br /> of new fee simple housing, addressing the current City and state-wide demand for <br /> additional housing units. All units would be built to current code, and the overall project <br /> would be designed to address soil stabilization, erosion control, and stormwater <br /> management requirements. As reviewed for compliance with applicable City <br /> development standards through the civil engineering process,the proposal would satisfy <br /> the townhouse/single-family attached standards of EMC 19.27.030. As a whole,the <br /> project would benefit the public interest.
