July 23, 2025 <br />1 <br />The regular meeting of the Everett City Council was called to order at 12:30 p.m., July 23, 2025, <br />by President Schwab. <br />Upon roll call, it was found that Mayor Franklin and Council Members Rhyne, Schwab, Vogeli, <br />Zarlingo, Bader, and Tuohy were present. Council Member Fosse was excused. <br />Council Member Zarlingo led the Pledge of Allegiance. <br />Council Member Bader recited the land acknowledgement. <br />The minutes of the July 16, 2025, meeting were approved. <br />MAYOR <br />Mayor Franklin welcomed Fire Chief Dave DeMarco to provide an update regarding the stolen <br />fire truck that caused damage over the weekend. She also welcomed Police Chief John DeRousse <br />to provide an update on Police staffing. Discussion ensued with Chief DeRousse answering <br />Council questions. <br />PUBLIC COMMENT <br />There were no members of the public who spoke. <br />COUNCIL <br />Vice President Zarlingo complimented the Police department. He also commented on his <br />attendance at the Snohomish County Cities meeting last Thursday. <br />Council Member Rhyne commented on her attendance at the Historical Commission meeting. <br />She also stated Everett Transit is soliciting participation in a transit long range planning survey. <br />Council Member Rhyne also stated neighborhood mini grant applications are due by July 31. <br />Council Member Vogeli commented on her attendance at the Transportation Advisory <br />Committee meeting and a Unidos speaker event titled, “Policing White Supremacy.”
