Such other information as may be secured having a bearing on the decision to <br /> award the contract. <br /> EMC 3.44.030 Exemptions. <br /> The mayor and purchasing manager for the City shall: <br /> A. Establish procedures for cost-effective and timely acquisition of materials, <br /> equipment, supplies, miscellaneous services and public works, considering <br /> availability, service, convenience and cost; and <br /> B. Establish policies and procedures for purchases made pursuant to Chapter 39.34 <br /> RCW, the Interlocal Cooperation Act. Formal competitive bidding shall not be <br /> required in the following instances: <br /> 1. Purchase of materials, equipment or supplies of less than twenty-five <br /> thousand dollars; provided, that for materials, equipment or supplies <br /> costing between twenty-five thousand dollars and two hundred fifty <br /> thousand dollars, the city council may authorize purchases based on the <br /> low bid obtained through the formal bidding process of other <br /> governmental agencies; <br /> 2. Public works of less than twenty thousand dollars for one craft or trade or <br /> thirty-five thousand dollars for more than one craft or trade; <br /> 3. Purchases made or contracts entered into pursuant to a resolution by the <br /> City Council declaring an emergency to exist; provided; however, if the <br /> emergency is of such urgency to preclude any delay, the mayor may <br /> authorize purchases made and contracts entered into so long as a <br /> resolution declaring an emergency to exist is brought before council as <br /> soon as practicable; <br /> 4. Contracts for personal or professional services involving peculiar skill or <br /> ability where the performance of the contract depends on the skill and <br /> ability of the persons or company rendering the service; provided,that the <br /> mayor shall advertise for proposals from engineers, architects and other <br /> persons whose services are licensed under RCW Chapters 18.08, 18.43 or <br /> 18.96; <br /> 5. Purchases or contracts where the city council determines that there is only <br /> one available source capable of supplying the subject matter of the <br /> purchase or contract; <br /> 6. Work performed by City personnel; <br /> 7. Public works of less than one hundred thousand dollars when a small <br /> works roster is used and contracts are awarded as provided by RCW <br /> 35.22.620(7); <br /> 8. Acquisition of electronic data processing and telecommunications systems <br /> using competitive negotiations as provided by Chapter 257, SHB No. <br /> 2664, Laws of 1996; <br /> 2 <br />
