Acquisition of transit buses and paratransit vehicles for which at least fifty <br /> percent of the funds to be utilized in the purchase price are administered <br /> through the Federal Transit Administration (FTA) or its successor agency; <br /> provided,that the procurement shall comply with all acquisition <br /> regulations of the FTA or its successor agency. <br /> Except as provided herein,purchases and contracts for public works shall be by <br /> competitive bidding and let to the lowest responsive and responsible bidder. In <br /> determining"lowest responsible bidder," in addition to price,the following elements <br /> shall be given consideration: <br /> A. The ability, capacity and skill of the bidder to perform the contract or provide the <br /> service required; <br /> B. The character, integrity, reputation,judgment, experience and efficiency of the <br /> bidder; <br /> C. Whether the bidder can perform the contract within the time specified; <br /> D. The quality of performance of previous contracts or services; <br /> E. The previous and existing compliance by the bidder with laws relating to the <br /> contract or services; <br /> F. Such other information as may be secured having a bearing on the decision to <br /> award the contract. <br /> are hereby amended to read as follows: <br /> PROCEDURES FOR MAKING BIDS AND AWARDING CONTRACTS <br /> For purposes of establishing procedures for making bids and awarding contracts as <br /> authorized by Section 4.13 of the City of Everett's Charter, the City hereby adopts by <br /> ordinance the PURCHASING AND SURPLUS PROPERTY GUIDELINES <br /> ("GUIDELINES') as set forth in Exhibit A which are attached hereto and incorporated <br /> herein by reference. The purpose of the GUIDELINES is to establish procedures for <br /> making bids and awarding contracts. The GUIDELINES establish guidelines and clarify <br /> the policies for purchasing supplies and materials, and contracting for services by the City <br /> of Everett to the extent provided therein. The GUIDELINES apply to public works <br /> project contracts, the acquisition of supplies, equipment, and materials and the acquisition <br /> of services such as telecommunication services, data processing services, and <br /> professional services, including architectural and engineering design services. The <br /> GUIDELINES do not apply to the acquisition, sale, conveyance, or lease of real property. <br /> Section 2. This ordinance and the PURCHASING AND SUPRPLUS PROPERTY <br /> GUIDELINES attached hereto as Exhibit A amend and supercede Ordinance No. 317-74 <br /> 3 <br />
