6. Any grading/fill on this site shall be done so as to not impact the surrounding properties. <br /> 7. Short Plat requirements will include stubbing utilities to each lot,creating a paved panhandle <br /> access drive,providing all required drainage mitigation elements including amended soils,installing <br /> all required landscaping,and the required frontage improvements per Title 18 of the EMC(4'paved <br /> shoulder). <br /> 8. A fire department turnaround will be required for access drive lengths greater than 150'. <br /> 9. Access drive shall be a fire lane with no parking signage as required by the Fire Department in areas <br /> where there is to be no proposed parking. <br /> 10. Stormwater shall be managed in accordance with City of Everett Stormwater Management <br /> Standards current at the time the public works/building permit application package is submitted to <br /> the City for review. <br /> • This project is in the separated storm/sewer area.Currently,the Stormwater code for this <br /> area is the Dept.of Ecology's 2019 Stormwater Management Manual for Western <br /> Washington(2019 SWMMWW)with Chapter 4 of the City's Design and Construction <br /> Standards and Specifications for Development manual. <br /> • Chapter 4 of the City's Design and Construction Standards and Specifications for <br /> Development manual contains the City's stormwater Standards. <br /> • Since the preliminary drainage report notes a total of 8,160 sf of proposed rooftop and 3,090 <br /> sf of new driving surface(for both lots combined),Minimum Requirements 1—9 from the <br /> 2019 SWMMWW will need to be addressed. <br /> 11. Stormwater system development fees in accordance with Ordinance 3632-18(codified as EMC <br /> 14.08.135)and subsequent revision are applicable.These fees are based on square footage of <br /> proposed new plus replaced hard surface area. Refer to the Utility&System Development Fee <br /> Schedule for estimated fees.The actual charges shall be computed by the Public Works reviewer <br /> per the ordinance in effect at the time and according to the information on the approved plans at <br /> the time of permit issuance. <br /> 12. System development fees for connection to the sewer and water systems in accordance with <br /> Ordinance 3632-18(codified as EMC 14.08.135)and subsequent revision are applicable. These <br /> charges are based on projected water usage and can be substantial. Applicant is encouraged to <br /> obtain a copy of the Ordinance and determine estimated charges prior to permit application. The <br /> actual charges shall be computed by the Public Works reviewer per the ordinance in effect at the <br /> time and according to the information on the approved plans at the time of permit issuance. <br /> 13. This project is subject to Transportation Mitigation in accordance with Ordinance 3389-14(codified <br /> as EMC 18.40)and subsequent revision: Applicant is encouraged to obtain a copy of the Ordinance <br /> and determine applicable mitigation fees and/or other requirements prior to building permit <br /> application. The actual charges and requirements shall be as per the information on the approved <br /> plans and an approved Traffic Study at the time of building permit issuance and the ordinance in <br /> effect at that time.You may contact the Traffic Engineering Department for an estimate only of <br /> Mitigation Fees(Michael Brick:425-257-7790,MBrick@everettwa.gov).
