I. EVERETT MUNICIPAL CODE(EMC)TITLE 18 REQUIRES THAT THE PROPOSED SHORT SUBDIVISION <br /> MEET THE FOLLOWING: <br /> GENERAL EVALUATION CRITERIA <br /> An application that complies with all the following general evaluation criteria listed below,requirements <br /> of Title 18,and applicable City Standards shall be approved. The City shall deny an application that does <br /> not comply with these criteria. <br /> 1. Public Use and Interest:The proposed project and design shall promote the public use and interest <br /> in accordance with the standards established by the State,City,and this Ordinance. <br /> Findings:After evaluation of the application materials and other supporting documentation <br /> available to the City,the Planning Director concludes that, as conditioned,the public use and <br /> interest are served by the proposed short subdivision. <br /> 2. Public Health,Safety,and General Welfare:The proposed project and design shall promote the <br /> public health,safety,and general welfare in accordance with the standards established by the State, <br /> City,and this Ordinance. <br /> Findings:The proposed single-family dwellings will be required to meet current building,zoning,and <br /> site development codes for short subdivisions.The public health,safety,and general welfare are <br /> addressed in the findings,conclusions,and conditions of approval stated in this report and are <br /> consistent with the requirements of RCW 58.17.110. <br /> 3. Comprehensive Plan:The proposed project and design is consistent with the City's Comprehensive <br /> Plan policies and land use map. <br /> Findings:The Everett Comprehensive Plan designates the subject property:Residential,Single <br /> Family.The population density range for this land use designation is 5 to 15 units per gross acre.The <br /> subject property is 17,227 square feet in area or approximately 0.40 acres.The proposed number of <br /> dwellings is five(5)units per acre(2 SFRs divided by 0.40 acres=5).The proposed short subdivision <br /> conforms to the general purposes of the Comprehensive Plan. <br /> 4. Existing Zoning:The proposed project and design shall meet the requirements of the Everett Zoning <br /> Code. <br /> Findings:The short subdivision is within the R-S zone,Suburban Residential.The R-S zone requires a <br /> minimum lot area of 9,000 square feet,minimum lot width of 60 feet,and minimum lot depth of 80 <br /> feet. EMC 18.28.210.E.requires the dimensions of a panhandle drive area to be excluded from the <br /> calculation of lot area.Each proposed lot meets the minimum lot width and lot depth requirements. <br /> The building height shall be calculated from the natural topography of the lot.The maximum height <br /> Page of 11 <br /> 2 <br /> SS20-00202 <br /> EVERETT <br />
