August 20, 2025 <br /> <br />1 <br /> <br /> <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., August 20, 2025, <br />by President Schwab. <br /> <br />Upon roll call, it was found that Mayor Franklin and Council Members Rhyne, Vogeli, Fosse, <br />Tuohy, Zarlingo, and President Schwab were present. Council Member Bader was excused. <br /> <br />Council Member Rhyne led the Pledge of Allegiance. <br /> <br />Council Member Tuohy recited the land acknowledgement. <br /> <br />The minutes of the August 13, 2025, meeting were approved. <br /> <br /> <br />MAYOR <br /> <br />Mayor Franklin advised she will not be at Council next week as she will be attending a roundtable <br />on housing and expressed frustration about the closing of Fred Meyer on Evergreen Way. <br /> <br />Mayor Franklin welcomed Fire Chief Dave DeMarco to present Gauge Bryant, Helia, Pam, <br />Jennifer, and Jacqueline with the Citizen Lifesaving Award. <br /> <br />Mayor Franklin also read a proclamation recognizing Ukrainian Independence Day on August 21st <br />and invited John Vanpatten from Ukraine Defense Support to accept the proclamation and <br />provide comments. <br /> <br /> <br />PUBLIC COMMENT <br /> <br />The Council received two (2) written comments and the following members of the public spoke: <br />Jose Villalaz, Charles McMurrey, Matt Frazier, and Alexis Boies. <br /> <br /> <br />COUNCIL <br /> <br />Several Council Members congratulated the award winners, thanked the public commenters, and <br />expressed frustration with both Kroger/Fred Meyer and Compass Health. <br /> <br />Council Member Rhyne advised the 211 system will be consolidated into a statewide system, <br />requested updates from Administration on emphasis patrols and CPTED improvements <br />surrounding Andy’s Place, advised Everett Public Schools start Wednesday, August 26th, and she <br />welcomed home Sarah and Isaac Shaw.
