AO' <br /> Treasurer by the person applying for such installation before the <br /> work of connecting the main with the property is begun ; provided, however <br /> that whenever the estimated cost is not sufficient to cover the total <br /> expense for labor and material the deficit shall be charged to the prop- <br /> erty for which such installation was made and to the owner thereof ; and <br /> provided futther, that any excess payment shall be returned to the person <br /> applying for the installation . The Superintendent shall determine the <br /> size of tap to be inserteu into any water main and the size of service <br /> pipe under any application or permit . <br /> ivo service larger than three-quarters of an inch will be put <br /> in except where a meter is to be used. <br /> Section 13 : SERVlCE PIPES All service pipes must invariably come <br /> direct from the street main and shall be laid not less than twenty four <br /> l24) inches below the surface of the ground with a stop cock placed one <br /> foot inside the curb line , all of which will be put in and maintained <br /> by the City and kept within its exclusive control . <br /> section 14 : SHUTTING OFF . No person except an employee of the <br /> water Lepartment will be allowed to tap any main or put in service pipes <br /> between the main and stop cock near the line of the street curb , or to <br /> connect pipes where they have been disconnected, or to turn water off or <br /> on any premises . <br /> section 15 : SIDEWALK CONNECTIONS. All pipes and connections <br /> from the city` s stop cock located in or near the sidewalk shall be put <br /> in at the expense of the owner, who will be responsible for all damage <br /> resulting from leaks or breaks. <br /> section 16 : STOP AND WASTE. A special atop--and--waste cock <br /> with a key attached thereto , in a terra cotta or iron box with iron cever <br /> protected from frost and accesible to the consumer, shall be placed . on <br /> the pipe leading from the City' s stop cock at a distance from it of not <br /> more than twenty feet . No branch pipe bibb or fixture of any kind shall <br /> be placed between this cock and the city' s main. Ifthis cock does not <br /> thoroughly drain all pipes throughout the premises , additional ones shall <br /> be placed in all saga, bends and traps that cannot otherwise be drained . <br /> Section 17 : DEPTH OF PIPES All pipes leading from the city' s <br /> stop cock shall be laid not less than eighteen inches below the surface <br />
