ORDINANCE NO. tV4414 An ordinance providing for the improvement of Wetmore Avenue from the south line of Pacific Avenue to the south line of Thirty- seventh Street, by removal of old lumber, grading to proper grade, construction of concrete pavement, concrete curbs and gutters, nec- essary concrete walks and drainage, and doing all other work in connection therewith necessary to make a complete improvement, ap- proving the plans and specifications for such improvement, creating an assessment district, creating a local improvement district fund therefor, providing that payment for said improvement be made by special assessment on property in said district under the mode of "Payment by Bonds". WHEREAS, a majority petition of the property-owners petitioning for said improvement has heretofore been filed with the commissioner of public works, and said commissioner found the things set forth in said petition to be true, and WHEREAS, said commissioner of public works has filed with the city council all data and information in regard to said improvement as required by law, and WHEREAS, the commissioner of public works has recommended to the city council that such improvement petitioned for be made, and it appearing to the city council that public convenience and necessity requires said improvement to be made, NOW THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Seotion 1: That We tmore Avenue from the south line of Pacific Avenue to the south line of Thirtyseventh Street be improved by removal of old lumber, grading to proper grade, construction of con-. crete pavement, concrete curbs and gutters, necessary concrete walks and drainage, and doing all other work in connection therewith as may be necessary to complete said improvement, according to plans and specifications prepared under the direction of the city engineer, which said plans and specifications are hereby approved and adopted* Section 2: That the cost and expense of such improvement,
