406, including all necessary and incidental expenses, shall be borne by and assessed against the property included in the assessment district herein created in accordance with law. The city of Everett shall not be liable in any manner for any portion of the cost and expense of such improvement. Section 3: There is hereby established a local improvement district to be called "Local Improvement District No. 323 ",which district shall include the following described property, to-wit: all the property between the termini of said improvement, abutting upon, adjacent, vicinal or proximate to such portion of said Wetmore Avenue as above set forth to a distance back from the marginal lines thereof two hundred feet, being more particularly described as follows: "Lots 17 to 32, inclusive, Block 737; lots 1 to 16, inclusive, block 738; lots 1 to 16, inclusive, block 766; lots 17 to 32, inclusive, block 767; all in Plat of Everett; Lots 17 to 32, inclusive, block 791; lets 1 to 16, inclusive, block 792; lots 1 to 16, inclusive, block 821; lots 17 to 32 inclusive, block 822, all in Plat of Everett, Div- ision 'At; Lot 32, block 853; lot 1, block 854; all in Plat of Everett, Division 'HI; Lots 17 to 31, inclusive, block 7; lots 2 to 16, inclus ive, block 8; 1o8 1 to 16, inclusive, block 9; lots 17 to 32, inolusr ive, block 10, all in Friday's First Addition to Everett. Section 4: A special fund is hereby created to be called "Local Improvement District Fund No. 323 ", which shall consist in the aggregate of the several amounts assessed, levied, and collected on the several lots and parcels of land in said local improvement district and the proceeds of the sale of the bonds of said district, for the purpose of defraying the cost and expense of such improvement. Out of said fund shall be paid the bonds, interest thereon, and the entire cost of such improvement.
