put down by Snohomish County, necessary concrete walks and drainage <br /> system, making old work conform to new, and doing all other work in <br /> connection therewith as may be necessary to make a complete improve- <br /> ment, according to plans and specifications prepared under the <br /> direction of the city engineer, which plans and specifications are <br /> hereby approved and adopted. <br /> Section 2: That the cost and expense of such improvement, <br /> including all necessary and incidental expenses, shall be borne by <br /> and assessed against the property included in the assessment district <br /> herein created in accordance with law. The city of Everett shall not <br /> be liable in any manner for any portion of the cost and expense of <br /> such improvement. <br /> Section 3: There is hereby established a local improvement <br /> district to be called "Local Improvement District No. , 2 J ", which <br /> district shall include the following described property, to-wit: Lots <br /> 17 to 32, Block 14; Lots 1 to 16, Block 15, all in South Park Addition <br /> to Everett. <br /> Section L : A special fund is hereby created, to be called <br /> "Local Improvement District Fund No. 3,-, J ", which shall consist <br /> in the aggregate of the several amounts assessed, levied, and collected <br /> on the several lots and parcels of land in said local improvement <br /> district and the proceeds of the sale of the bonds of said district, <br /> for the purpose of defraying the cost and expense of such improvement. <br /> Out of said fund shall be paid the bonds, interest thereon, and the <br /> entire cost of such improvement. <br /> Section 5: That the cost and expense of such improvement shall <br /> be dAfrayed by special assessments payable ina e equal annual install- <br /> ments, with interest at the rate of seven per cent per annum. under the <br /> mode of "Payment by Bonds" as defined by law and the ordinances of said <br /> city.
