Substantive Requirements Review Landau Associates <br /> 2.2.3 Pavement Cores <br /> To support design of a secure cargo alley concept, west of Federal Avenue and south of the site, LAI <br /> advanced two pavement cores (C-1 and C-2) in asphalt-paved driveways used by Port tenants. The <br /> approximate locations of the pavement cores are shown on Figure 2. Table 1 includes the asphalt and <br /> base course thickness observed at each pavement core location. <br /> Table 1.Observed Pavement and Base Course Thickness <br /> Pavement Core Location Asphalt Thickness Base Course Thickness <br /> (inches) (inches) <br /> C-1 6 6 <br /> C-2 5.5 8 <br /> 2.3 Environmental Overview/Cleanup Status <br /> The site is the former location of a saw milling and pulp and paper manufacturing operation, first <br /> active in the late 1800s. Additionally, bulk petroleum was stored at the site. Releases of hazardous <br /> substances occurred as a result of the pulp and paper manufacturing operations and the petroleum <br /> bulk storage.The Washington State Department of Ecology (Ecology) listed the site under the Model <br /> Toxics Control Act and assigned it Cleanup Site ID No. 2569. <br /> In December 2012, K-C and Ecology entered Agreed Order No. DE 9476 (the AO). Per the AO, remedial <br /> site activities include completion of a remedial investigation and feasibility study, preparation of a <br /> draft cleanup action plan, and implementation of an interim action to remove contamination <br /> encountered during demolition of the paper mill (First Interim Action). In conjunction with demolition <br /> activities, K-C removed contaminated soil and groundwater throughout the site in 2013 and 2014. <br /> Crushed material (CM fill) from the mill demolition was left on site, with layers ranging from 1 to 5 ft <br /> thick. At the time of this writing, K-C is in the process of removing the CM fill, under the supervision of <br /> the Snohomish Health District and in accordance with the Plan of Operations for CM Removal (DEA <br /> 2018). <br /> The first amendment to the AO (AO First Amendment) was issued in November 2019. The AO First <br /> Amendment provided for a Second Interim Action to remove additional soil and/or groundwater <br /> contamination, to decommission inactive stormwater outfalls that pose a threat to release and <br /> transport to the East Waterway, to inspect and cleanup active stormwater lines, and to monitor the <br /> pH in groundwater during removal of the CM fill. The Second Interim Action is currently underway. <br /> Based on LAI's site observations, K-C is using fine to medium sand with little to no gravel or fines to <br /> restore site grades. Generally, the imported sand material is placed in 12-inch loose lifts and <br /> compacted to at least 92 percent of the maximum dry density. Despite the Contractor's efforts, the <br /> sand material is easily disturbed, and many trucks became stuck during CM fill-removal operations. <br /> Geotechnical Engineering Report 0121049.040.041 <br /> Norton Terminal Development&MTCA 3rd Interim Action 2-5 May 7,2021 <br />
