Substantive Requirements Review Landau Associates <br /> 3.0 CONCLUSIONS AND RECOMMENDATIONS <br /> The results of LAI's geotechnical field explorations and engineering analyses indicate that the site has <br /> challenging subsurface conditions, including highly compressible, organic soils; historical foundation <br /> remnants; and seismic risks, including soils that could be susceptible to liquefaction and lateral <br /> spreading during a strong-motion earthquake. Despite these challenges, site subsurface conditions <br /> are suitable for the proposed improvements, provided the recommendations contained herein are <br /> incorporated into the project design. <br /> 3.1 Settlement <br /> Fill soils in the northern and southern portions of the site contain a high concentration of organic <br /> material (i.e., wood waste); improvements in these areas could experience long-term settlement, <br /> including primary settlement and creep. <br /> LAI developed settlement estimates for three loading conditions: (1) shipping containers on the trailer <br /> chassis, (2) shipping containers stacked two high, and (3) shipping containers stacked four high (Table <br /> 3). The estimates are based on the worst geologic conditions observed in the <br /> northern half of the site and could be considered maximum settlement amounts. For comparison, <br /> Table 3 includes anticipated settlements in the southern half of the site, in areas without wood waste <br /> deposits.
