U <br /> Interoperable Communications <br /> Grantees(including subgrantees)that are using FY 2016 JAG Program funds to support <br /> emergency communications activities (including the purchase of interoperable communications <br /> equipment and technologies such as voice-over-internet protocol bridging or gateway devices, <br /> or equipment to support the build out of wireless broadband networks in the 700 MHz public <br /> safety band under the Federal Communications Commission (FCC)Waiver Order) should <br /> review FY 2016 SAFECOM Guidance.The SAFECOM Guidance is updated annually to provide <br /> current information on emergency communications policies, eligible costs, best practices, and <br /> technical standards for state, local,tribal, and territorial grantees investing federal funds in <br /> emergency communications projects. Additionally, emergency communications projects should <br /> support the Statewide Communication Interoperability Plan (SCIP) and be coordinated with the <br /> full-time Statewide Interoperability Coordinator(SWIC)in the state of the project. As the central <br /> coordination point for their state's interoperability effort, the SWIC plays a critical role, and can <br /> serve as a valuable resource. SWICs are responsible for the implementation of the SCIP <br /> through coordination and collaboration with the emergency response community. The U.S. <br /> Department of Homeland Security Office of Emergency Communications maintains a list of <br /> SWICs for each of the 56 states and territories. Contact OEC a(�hq.dhs.gov. All communications <br /> equipment purchased with grant award funding should be identified during quarterly <br /> performance metrics reporting. <br /> In order to promote information sharing and enable interoperability among disparate systems <br /> across the justice and public safety community, OJP requires the grantee to comply with DOJ's <br /> Global Justice Information Sharing Initiative guidelines and recommendations for this particular <br /> grant. Grantee shall conform to the Global Standards Package(GSP) and all constituent <br /> elements, where applicable, as described at:www.it.oio.govigsp grantcondition. Grantees shall <br /> document planned approaches to information sharing and describe compliance to the GSP and <br /> appropriate privacy policy that protects shared information, or provide detailed justification for <br /> why an alternative approach is recommended. <br /> C.
