• • Section 6: Said commissioner of public works shall keep an accurate account of the expenses incurred by him in carrying out the provisions of this ordinance with respect to each parcel of land entered upon therefor, and within thirty days after the said commissioner of public works shall cause to be served, mail- ed or posted in the same manner as is provided in this ordinance for giving notice to destroy such weeds, a statement of such expense, including a description of the premises, verlified by oath of the said commissioner of public works, to the owner, oc- cupant, or agent having charge of said land, and coupled with such statement shall be a notice subscribed by said commissioner of public works naming a time and place when and where said matter will be brought before the city council of Everett for hearing and determination, said statement and notice to be served, mailed, or posted, as the case may be, at least ten lays before the time for such hearing. At the time of such hearing, or at such other time to which the same may be continued or adjourned by said council, the said council shall proceed to examine said expense account, hear testimony if offered, and shall make such corrections in the nmount as it deems just, and shall thereafter levy and assess the amount of such expenditure against the lot or lots of land on which the same was expended, and shall declare the same a lien thereon, and shall require payment thereof to be mad& to the city treasurer within thirty days of the taking effect of such ordinance. The publication of said ordinance in the city official newspaper, as required by the charter, shall be sufficient notice of such lien and assessment, section 7: Any person or persons guilty of violating any of the provisions of this ordinance, shall, upon conviction, be fined in a sum not exceeding one hundred (T100) dollars, or be
