Section 4: It shall be the duty of the commissioner of <br /> public works to destroy or cause to be destroyed all thistles <br /> growing in or upon any street, avenue, alley or other public place <br /> within the city of Everett, <br /> Section 5: It shall be the duty of the commissioner of <br /> public works tc see that the provisions of this ordinance are <br /> carried out within the city of Everett, and he shall give notice <br /> to the owner or occupant, or agent of such owner, if known, of <br /> any property within the corporate limits of Everett whereon or in <br /> front of or at the side of which land, as hereinabove described, <br /> any such noxious weeds or thistles are growing, or such glass, <br /> metal, broken ware, rubbish, trash, dirt, garbage or substances <br /> have accumulated so as to wake said premises unclean or unsanitary, <br /> requiring him to cause the said weeds or thistles to be cut down <br /> or said premises cleaned and placed in a sanitary condition within <br /> ten days from the service of such notice, and in case such olYner, <br /> occupant or agent shall refuse or neglect to cut down said noxious <br /> weeds or clean said premises within said ten days then the said <br /> commissioner of public works shall enter upon the said lands and <br /> cause all of said weeds to be cut down and said premises cleaned <br /> and made sanitary, with as little damage to said property as may be, <br /> Said notice shall be served or given in the following manner: On <br /> all residents of the county within which the lands affected are <br /> situated, by serving the same personally in the same manner as pro- <br /> vided by law for the service of a summons in the superior court; on <br /> all non-residents of the county whose address or place of residence <br /> . is shown by the records or is known, by mailing a copy of said <br /> notice by registered mail; and in all cases where the address or <br /> place of residence is unknown, by posting a copy of said notice in <br /> a conspicuous place on the land and in full view of the traveling <br /> public. in case of a return of not found as to any of such persons <br /> whose address or place of residence is unknown, posting; of the <br /> notices as herein provided shall be a sufficient service thereof, <br />
