September 10, 2025 <br />1 <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., September 10, <br />2025, by Vice President Zarlingo. <br />Upon roll call, it was found that Mayor Franklin and Council Members Rhyne, Vogeli, Zarlingo, <br />Bader and Tuohy were present. Council Members Fosse and Schwab were excused. <br />Council Member Tuohy led the Pledge of Allegiance. <br />Council Member Bader recited the land acknowledgement. <br />The minutes of the September 3, 2025, meeting were approved. <br />MAYOR <br />Mayor Franklin highlighted the Vision Zero briefing to be presented later this evening. She also <br />reminded citizens that Boards and Commissions applications are open. Mayor Franklin <br />commented on her attendance at Kiwanis Park reopening earlier this week and stated there are <br />only three scheduled nights left for the repaving of Broadway. <br />PUBLIC COMMENT <br />The following members of the public spoke: John Peeples and Corlonda Byrd. <br />COUNCIL <br />Council Member Bader commented on his attendance at the Riverside neighborhood meeting. <br />He also stated he attended the Puget Sound Regional Council (PSRC) meeting last week and that <br />PSRC has scheduled a Regional Transportation Plan public meeting at Everett Station on <br />Thursday, September 18. <br />Council Member Rhyne commented on the Parks and Built Committee meeting held earlier this <br />evening. She also commented on her attendance at the Port Gardner neighborhood meeting and <br />her at the informational Everett Herald picket line and expressed her support for contract <br />negotiations and in support of the journalists. <br />Council Member Vogeli stated the Westmont-Holly neighborhood meeting will be on Saturday at <br />the Evergreen Branch Library. She also commented on her attendance at the Alliance for Housing <br />Affordability meeting last week.
