Public Notice <br /> f <br /> For new or previously unpermitted construction activities,the applicant must publish a public <br /> I g notice at least one time each week for two consecutive weeks, at least 7 days apart, in a <br /> k newspaper with general circulation in the county where the construction is to take place. The <br /> notice must be run after the NOI has been submitted and must contain: <br /> l 1. A statement that"The applicant is seeking coverage under the Washington State <br /> Department of Ecology's Construction Stormwater NPDES and State Waste Discharge <br /> General Permit." <br /> 2. The name,address, and location of the construction site. <br /> 3. The name and address of the applicant. <br /> E <br /> i 4. The type of construction activity that will result in a discharge (for example, residential <br /> construction,commercial construction, etc.),and the total number of acres to be <br /> i <br /> disturbed over the lifetime of the project. <br /> S. The name of the receiving water(s) (that is,the surface water(s)to which the site will <br /> discharge), or, if the discharge is through a storm sewer system,the name of the <br /> i , <br /> 3 operator of the system and the receiving water(s)the system discharges to. <br />€ <br />[ 6. The statement: Any persons desiring to present their views to the Washington State <br /> 1 <br />€ Department of Ecology regarding this application, or interested in Ecology's action on this <br /> application, may notify Ecology in writing no later than 30 days of the last date of <br /> publication of this notice. Ecology reviews public comments and considers whether <br /> discharges from this project would cause a measurable change in receiving water quality, <br /> and, if so, whether the project is necessary and in the overriding public interest according <br />[ E to Tier 11 antidegradation requirements under WAC 173-201A-320. Discharges must not cause or contribute to a violation of surface water quality standards <br /> r: (Chapter 173-201A WAC),groundwater quality standards (Chapter 173-200 WAC), <br />(. sediment management standards (Chapter 173-204 WAC), and human health-based <br /> r. F. criteria in the Federal water quality criteria applicable to Washington. (40 CFR Part 131.45) <br />( I ' Discharges that are not in compliance with these standards are prohibited. <br /> E <br /> B. Prior to the discharge of stormwater and non-stormwater to waters of the State, the <br /> V i <br /> Permittee must apply All Known,Available,and Reasonable methods of prevention, <br /> j' control, and Treatment (AKART).This includes the preparation and implementation of an <br /> adequate SWPPP, with all appropriate BMPs installed and maintained in accordance with <br /> the SWPPP and the terms and conditions of this permit. <br /> C.
