1. Discharges to a waterbody that is subject to a Total Maximum Daily Load (TMDL)for <br /> turbidity,fine sediment, high pH,or phosphorus must be consistent with the TMDL. Refer <br /> to http://www.ecy.wa.gov/programs/wq/tmdl/TMDLsbyWria/TMDLbyWria.html for <br /> more information on TMDLs. <br /> L <br /> a. Where an applicable TMDL sets specific waste load allocations or requirements for <br /> discharges covered by this permit, discharges must be consistent with any specific <br /> waste load allocations or requirements established by the applicable TMDL. <br /> i. The Permittee must sample discharges weekly, unless otherwise specified by <br /> the TMDL, to evaluate compliance with the specific waste load allocations or <br /> requirements. <br /> i H. Analytical methods used to meet the monitoring requirements must conform <br /> l; <br /> s to the latest revision of the Guidelines Establishing Test Procedures for the <br /> Analysis of Pollutants contained in 40 CFR Part 136. <br /> j r iii. Turbidity and pH methods need not be accredited or registered unless <br /> s conducted at a laboratory which must otherwise be accredited or registered. <br /> b. Where an applicable TMDL has established a general waste load allocation for <br /> construction stormwater discharges, but has not identified specific requirements, <br /> I <br /> compliance with Special Conditions S4(Monitoring) and S9 (SWPPPs)will constitute <br /> compliance with the approved TMDL. <br /> E <br /> c. Where an applicable TMDL has not specified a waste load allocation for construction <br /> is stormwater discharges, but has not excluded these discharges, compliance with <br /> Special Conditions S4 (Monitoring) and S9 (SWPPPs)will constitute compliance with <br /> f the approved TMDL. <br /> j r <br /> d. Where an applicable TMDL specifically precludes or prohibits discharges from <br /> construction activity,the operator is not eligible for coverage under this permit. <br /> i <br /> i <br /> l <br /> I � <br /> S9. STORMWATER POLLUTION PREVENTION PLAN <br /> f . „ <br /> F The Permittee must prepare and properly implement an adequate Stormwater Pollution <br /> Prevention Plan (SWPPP)for construction activity in accordance with the requirements of this <br /> I permit beginning with initial soil disturbance and until final stabilization. <br /> A. The Permittee's SWPPP must meet the following objectives: <br /> ii <br /> E 1. To identify best management practices(BMPs)which prevent erosion and sedimentation, <br /> j and to reduce, eliminate or prevent stormwater contamination and water pollution from <br /> i <br /> construction activity. <br /> 2. To prevent violations of surface water quality, groundwater quality, or sediment <br /> management standards. <br /> 3.
