APPENDIXA - DEFINITIONS <br /> AKART is an acronym for"All Known,Available, and Reasonable methods of prevention, control, and <br /> Treatment."AKART represents the most current methodology that can be reasonably required for <br /> preventing, controlling, or abating the pollutants and controlling pollution associated with a discharge. <br /> Applicable TMDL means a TMDL for turbidity,fine sediment, high pH, or phosphorus,which was <br /> completed and approved by EPA before January 1, 2021, or before the date the operator's complete <br /> permit application is received by Ecology,whichever is later.TMDLs completed after a complete permit <br /> application is received by Ecology become applicable to the Permittee only if they are imposed through <br /> an administrative order by Ecology, or through a modification of permit coverage. <br /> Applicant means an operator seeking coverage under this permit. <br /> Benchmark means a pollutant concentration used as a permit threshold, below which a pollutant is <br /> considered unlikely to cause a water quality violation,and above which it may.When pollutant <br /> concentrations exceed benchmarks, corrective action requirements take effect. Benchmark values are <br /> not water quality standards and are not numeric effluent limitations; they are indicator values. <br /> Best Management Practices(BMPs) means schedules of activities, prohibitions of practices, <br /> maintenance procedures, and other physical,structural and/or managerial practices to prevent or <br /> reduce the pollution of waters of the State. BMPs include treatment systems, operating procedures, and <br /> practices to control stormwater associated with construction activity, spillage or leaks, sludge or waste <br /> disposal, or drainage from raw material storage. <br /> Buffer means an area designated by a local jurisdiction that is contiguous to and intended to protect a <br /> sensitive area. <br /> Bypass means the intentional diversion of waste streams from any portion of a treatment facility. <br /> Calendar Day A period of 24 consecutive hours starting at 12:00 midnight and ending the following <br /> 12:00 midnight. <br /> Calendar Week(same as Week) means a period of seven consecutive days starting at 12:01 a.m. (0:01 <br /> hours) on Sunday. <br /> Certified Erosion and Sediment Control Lead (CESCL) means a person who has current certification <br /> through an approved erosion and sediment control training program that meets the minimum training <br /> standards established by Ecology(See BMP C160 in the SWMM). <br /> Chemical Treatment means the addition of chemicals to stormwater and/or authorized non-stormwater <br /> prior to filtration and discharge to surface waters. <br /> Clean Water Act(CWA) means the Federal Water Pollution Control Act enacted by Public Law 92-500, as <br /> amended by Public Laws 95-217,95-576, 96-483, and 97-117; USC 1251 et seq, <br /> Combined Sewer means a sewer which has been designed to serve as a sanitary sewer and a storm <br /> sewer, and into which inflow is allowed by local ordinance. <br /> Construction Stormwater General Permit Page 42 <br />
