Common Plan of Development or Sale means a site where multiple separate and distinct construction <br /> activities may be taking place at different times on different schedules and/or by different contractors, <br /> but still under a single plan. Examples include: 1) phased projects and projects with multiple filings or <br /> lots, even if the separate phases or filings/lots will be constructed under separate contract or by <br /> separate owners(e.g., a development where lots are sold to separate builders); 2)a development plan <br /> that may be phased over multiple years, but is still under a consistent plan for long-term development; <br /> 3) projects in a contiguous area that may be unrelated but still under the same contract, such as <br /> construction of a building extension and a new parking lot at the same facility; and 4) linear projects <br /> such as roads, pipelines, or utilities. If the project is part of a common plan of development or sale,the <br /> disturbed area of the entire plan must be used in determining permit requirements. <br /> Composite Sample means a mixture of grab samples collected at the same sampling point at different <br /> times, formed either by continuous sampling or by mixing discrete samples. May be "time-composite" <br /> (collected at constant time intervals) or"flow-proportional" (collected either as a constant sample <br /> volume at time intervals proportional to stream flow, or collected by increasing the volume of each <br /> aliquot as the flow increases while maintaining a constant time interval between the aliquots. <br />[ Concrete Wastewater means any water used in the production, pouring and/or clean-up of concrete or <br />! concrete products, and any water used to cut,grind,wash, or otherwise modify concrete or concrete <br /> products. Examples include water used for or resulting from concrete truck/mixer/pumper/tool/chute <br /> rinsing or washing, concrete saw cutting and surfacing (sawing, coring,grinding, roughening, hydro- <br /> demolition, bridge and road surfacing). When stormwater comingles with concrete wastewater,the <br /> resulting water is considered concrete wastewater and must be managed to prevent discharge to waters <br /> of the State, including groundwater. <br /> Construction Activity means land disturbing operations including clearing, grading or excavation which <br /> E disturbs the surface of the land (including off-site disturbance acreage related to construction-support <br /> activity). Such activities may include road construction, construction of residential houses,office <br /> buildings, or industrial buildings, site preparation, soil compaction, movement and stockpiling of <br /> topsoils, and demolition activity. <br /> Construction Support Activity means off-site acreage that will be disturbed as a direct result of the <br /> construction project and will discharge stormwater. For example, off-site equipment staging yards, <br /> material storage areas, borrow areas, and parking areas. <br /> Contaminant means any hazardous substance that does not occur naturally or occurs at greater than <br /> natural background levels.See definition of"hazardous substance" and WAC 173-340-200. <br /> I Contaminated soil means soil which contains contaminants, pollutants, or hazardous substances that do <br /> not occur naturally or occur at levels greater than natural background. <br /> E <br /> Contaminated groundwater means groundwater which contains contaminants, pollutants, or hazardous <br /> substances that do not occur naturally or occur at levels greater than natural background. <br /> Demonstrably Equivalent means that the technical basis for the selection of all stormwater BMPs is <br /> documented within a SWPPP, including: <br /> 1. The method and reasons for choosing the stormwater BMPs selected. <br /> 2.
