3. The technical basis supporting the performance claims for the BMPs selected, including any <br /> available data concerning field performance of the BMPs selected. <br /> 4. An assessment of how the selected BMPs will comply with state water quality standards. <br /> 5. An assessment of how the selected BMPs will satisfy both applicable federal technology-based <br /> treatment requirements and state requirements to use all known, available, and reasonable <br /> methods of prevention,control,and treatment (AKART). <br /> Department means the Washington State Department of Ecology. <br /> Detention means the temporary storage of stormwater to improve quality and/or to reduce the mass <br /> flow rate of discharge. <br /> Dewatering means the act of pumping groundwater or stormwater away from an active construction site. <br /> Director means the Director of the Washington State Department of Ecology or his/her authorized <br /> representative. <br /> Discharger means an owner or operator of any facility or activity subject to regulation under Chapter <br /> 90.48 RCW or the Federal Clean Water Act. <br /> Domestic Wastewater means water carrying human wastes, including kitchen, bath, and laundry wastes <br /> from residences, buildings, industrial establishments,or other places,together with such groundwater <br /> infiltration or surface waters as may be present. <br /> Ecology means the Washington State Department of Ecology. <br /> Engineered Soils means the use of soil amendments including, but not limited,to Portland cement <br /> treated base (CTB), cement kiln dust(CKD),or fly ash to achieve certain desirable soil characteristics. <br /> Equivalent BMPs means operational,source control,treatment, or innovative BMPs which result in <br /> equal or better quality of stormwater discharge to surface water or to groundwater than BMPs selected <br /> from the SWMM. <br /> Erosion means the wearing away of the land surface by running water,wind, ice, or other geological <br /> agents, including such processes as gravitational creep. <br /> Erosion and Sediment Control BMPs means BMPs intended to prevent erosion and sedimentation, such as <br /> preserving natural vegetation, seeding, mulching and matting, plastic covering,filter fences,sediment traps, <br /> and ponds. Erosion and sediment control BMPs are synonymous with stabilization and structural BMPs. <br /> Federal Operator is an entity that meets the definition of"Operator" in this permit and is either any <br /> department, agency or instrumentality of the executive, legislative, and judicial branches of the Federal <br /> government of the United States, or another entity, such as a private contractor, performing <br /> construction activity for any such department, agency, or instrumentality. <br /> Final Stabilization (same as fully stabilized or full stabilization) means the completion of all soil <br /> disturbing activities at the site and the establishment of permanent vegetative cover, or equivalent <br /> permanent stabilization measures(such as pavement, riprap,gabions,or geotextiles) which will prevent <br /> erosion.
