September 17, 2025 <br /> <br />1 <br /> <br /> <br />The regular meeting of the Everett City Council was called to order at 6:31 p.m., September 17, <br />2025, by President Schwab. <br /> <br />Upon roll call, it was found that Mayor Franklin and Council Members Bader, Rhyne, Vogeli, <br />Fosse, Tuohy, and President Schwab were present. Council Member Zarlingo was excused. <br /> <br />Council Member Rhyne led the Pledge of Allegiance. <br /> <br />Council Member Tuohy recited the land acknowledgement. <br /> <br />The minutes of the September 10, 2025, meeting were approved. <br /> <br />President Schwab stated Agenda Item No. 4 has been moved to Action Items. <br /> <br /> <br />MAYOR <br /> <br />Mayor Franklin thanked Council Member Rhyne for submitting the proposed Resolution <br />regarding the Kroger closure. She also read a proclamation recognizing September as “National <br />Service Dog Month” and invited Donna Lindsey, Spencer, and service dog “Kitty” to accept the <br />proclamation and provide comments. <br /> <br /> <br />PUBLIC COMMENT <br /> <br />The following members of the public spoke: Chris Peppler, John Martin, and Linda WarBonnet. <br /> <br /> <br />COUNCIL <br /> <br />Several Council Members thanked the public commenters. <br /> <br />Council Member Bader attended the Library Board meeting and congratulated the Everett <br />Aquasox on winning the Northwest League Championship. <br /> <br />Council Member Rhyne attended the Lowell and Valley View Neighborhood Association <br />meetings. <br /> <br />Council Member Vogeli attended the Westmont-Holly Neighborhood Association meeting and <br />advised that the Transportation Advisory Committee meeting is tomorrow at 8 a.m. in the Cedar
