Settlement Monitoring <br /> In order to evaluate the magnitude and time rate of settlement of the preload/surcharge fill,we recommend <br /> that settlement monitoring plates be installed prior to placing preload fill. Recommended up to eight <br /> settlement plates are recommended for each structure. A detail of a typical settlement plate is shown in <br /> Figure 6.We also recommend that settlement monitoring(surface monitoring hubs)occur along the lease <br /> property line south of the planned asphalt storage building. <br /> If a settlement plate is damaged,it should be repaired and resurveyed immediately.Plate elevations should <br /> be referenced to a stable benchmark, away from the influence of the preload or any fill placed at the site. <br /> The settlement data should be provided to the geotechnical engineer immediately after the readings are <br /> taken so that we may review and comment as appropriate. <br /> Initial elevation readings of the settlement plates must be obtained when they are installed and before any <br /> fill is placed, site fill or preload fill. If this is not done, the initial settlement behavior of the preload fill will <br /> not be recorded,and the total magnitude of the settlement and rate of settlement will be unknown. <br /> The elevations of the plates and the adjacent ground surface should be measured twice weekly during fill <br /> placement and once a week after completion of filling so that settlement progress is relation to the amount <br /> of fill in place can be observed. <br /> Measurement rods that extend from the settlement plates through the fill will inhibit the mobility of earth <br /> moving equipment to some extent. The contractor will have to exercise care to avoid damaging the rods. <br /> The construction documents should emphasize the importance of protecting the settlement plates and <br /> measuring rods from disturbance. <br /> Shallow Foundations <br /> The soil remediation facility(Phase 1)will include two new lightly loaded open-sided storage sheds, a new <br /> lightly-loaded asphalt storage buildings,and a small scale house.We understand that these structures can <br /> accommodate some differential settlement and do not need to be designed for the seismic liquefaction <br /> and lateral spreading hazards.Therefore,once the site is preloaded,it is our opinion,that these structures <br /> can be supported by conventional shallow foundations.At this time,actual foundation loads and settlement <br /> tolerances are not known. Shallow foundation recommendations are provided herein for use on <br /> miscellaneous lightly-loaded structures that have been preloaded.These structures may be supported on <br /> shallow foundations provided the recommendations described in this report with respect to settlement and <br /> preloading are incorporated in the design and operation of the proposed facility. <br /> Allowable Bearing Pressures <br /> Footings for lightly-loaded foundations may be designed using an allowable soil bearing value of 2,500 psf <br /> provided they are supported on at least 2 feet of properly compacted structural fill. The allowable soil <br /> bearing values apply to the total of dead and long-term live loads and may be increased by up to one-third <br /> for wind or seismic loads. <br /> We recommend that the spread footings be founded a minimum of 18 inches below the lowest adjacent <br /> grade.Column footings supporting the structures should have a minimum width of 36 inches. <br /> GEoENGINEERS August3,2018 Page 10 <br /> File No.0643.015-00 <br />
