City of Everett 1 <br />Water Main Replacement “Y” Ph 2 Improvements Otak <br />Exhibit A <br />City of Everett <br />Amendment No. 003 <br />Water Main Replacement “Y” Ph2 Improvements <br />WO# 3814 <br />Re-Bid and Construction Support <br />Scope of Services <br />Otak Project 21001.A <br />Date: September 9, 2025 <br />Proposed services are provided as an amendment to professional service agreement, dated April 26, <br />2023 between Otak, Inc. (Consultant) and City of Everett (Client). <br />Introduction and Background <br />The city desires to re-advertise the Water “Y-Ph2” project in the fall of 2025 for construction in late <br />2025/early 2026. The scope of services herein is for performing update-edits to the construction <br />documents; assist the city in soliciting construction bids and providing support during construction of the <br />project. <br />Scope of Services <br />Specific scope of services described in more detail as follows: <br />Task 900: Bid Solicitation and Construction Engineering Assistance <br />The Consultant will assist the city in soliciting, responding to questions, and evaluating bids for <br />construction. <br />900-001: Construction Bid Solicitation <br />Consultant will perform update-edit to construction documents, assemble and submit final “bid-ready” <br />electronic, digitally signed documents for city’s use in contractor bid solicitation via an on-line electronic <br />plan distribution service. The Consultant will assist in responding to contractor questions and document <br />interpretation; attending a pre-bid meeting, preparing any required bid addenda; and review bids to <br />identify irregularities and verify contractor references, if requested. If requested by the city, Consultant will <br />prepare “post-bid, conformed documents” (editing to incorporate bid addenda), for city’s use in <br />assembling/issuing “for construction” documents. <br />Engineering Support Services During Ph 2 Construction
