October 8, 2025 <br />1 <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., October 8, 2025, <br />by President Schwab. <br />Upon roll call, it was found that Mayor Franklin and Council Members Fosse, Rhyne, Schwab, <br />Vogeli, Zarlingo, Bader, and Tuohy were present. <br />Council Member Bader led the Pledge of Allegiance. <br />Council Member Tuohy recited the land acknowledgement. <br />The minutes of the October 1, 2025, meeting were approved. <br />MAYOR <br />Mayor Franklin declared October 14, 2025, as “Leadership Day” by proclamation. Kathy Solberg, <br />Leadership Snohomish County, accepted the proclamation and made comments. <br />Mayor Franklin also stated she would be declaring Everett Transit Route 12 as a free bus route <br />for six months to address accessibility to stores brought on by the closure of Fred Meyer. <br />PUBLIC COMMENT <br />Council received five written comments and the following members of the public spoke: Kerry <br />Reid, Annie Lyman, Holly James, William Parent, Andrea Tucker, and Lawrence Balogh. <br />COUNCIL <br />Several council members thanked Mayor Franklin for declaring Route 12 free to address the Fred <br />Meyer closure and thanked the public commenters. <br />Council Member Rhyne commented on the Parks and Built Committee meeting held earlier this <br />evening. She stated the Port Gardner Neighborhood meeting will be held Monday, and stated <br />the Pinehurst-Beverly Park Neighborhood meeting would be hosting Community Transit on <br />Tuesday October 21 for a route meeting. She also reminded citizens that Boards and <br />Commissions applications are still open until October 20. <br />Council Member Tuohy stated the Monte Cristo Awards will be held Thursday, October 16 at <br />APEX Everett.
