Mayor Franklin stated Snohomish County is working with the Everett <br />Gospel Mission to expand shelter capacity instead of purchasing a hotel. Mayor Franklin also <br />stated she would invite Snohomish County and the Everett Gospel Mission to Council to provide <br />an update. <br /> <br />Vice President Zarlingo, as mentioned by a public commenter, reiterated that the Council of <br />Neighborhoods is hosting a candidate forum at the Weyerhaeuser Room on Thursday, October <br />9. <br /> <br /> <br />ADMINISTRATION UPDATE <br /> <br />Government Affairs Director Jennifer Gregerson stated she would provide the update to Council <br />regarding Snohomish County supporting Everett Gospel Mission to add capacity, as discussed at <br />the Community Health and Safety Committee meetings. <br /> <br /> <br />CITY ATTORNEY <br /> <br />City Attorney David Hall had no updates. <br /> <br /> <br />CONSENT ITEMS: <br /> <br />Moved by Council Member Bader, seconded by Council Member Rhyne, to approve the <br />following consent items: <br /> <br />RESOLUTION - CLAIMS <br /> <br />To adopt Resolution No. 8217 authorizing claims against the City of Everett in the amount of <br />$4,832,328.83 for the period ending September 20, 2025, through September 26, 2025. <br /> <br />RESOLUTION – PAYROLL CLAIMS <br /> <br />To adopt Resolution No. 8218 authorizing payroll claims against the City of Everett in the <br />amount of $5,757,772.19 for the period ending September 20, 2025. <br /> <br />AGREEMENT - FISH PASSAGE BARRIER INVENTORY AND ASSESSMENTS PROGRAM <br /> <br />To authorize the Mayor to sign the Professional Services Agreement with Osborn Consulting <br />Inc. for the Fish Passage Barrier Inventory and Assessments Program in the amount of <br />$100,000.
