SECTION IV: CONSTRUCTION STORMWATER POLLUTION
PREVENTION PLAN
This Stormwater Pollution Prevention Plan (SWPPP) has been prepared as part of
the Construction stormwater permit requirements for the project Oak Bay Everett SP in
Everett, WA. Itis located in Section 1, Township 28 Noah, and Range 4 East of the
Willamette Meridian in the City of Everett, Washington. The site is currently developed
with a single family home with a garage and an asphalt driveway from Seahurst Ave. Tile
site contains two drainage basins. Basin-I which encompasses the majority of the site
slopes to the moderately to the west. Basin-2 slopes moderately to the east. Per Per NRCS
survey of Snohomish County, the project site contains Alderwood soils that have a
hydrologic classification of Type"C". The site area is 0.30 Acres. The proposal is to
subdivide the existing lot into two and to construct a single family home on Lot-2 along
with associated utilities. The existing home will remain on Lot-1. The access to the site will
be from the Seahurst Ave.
Minimum requirements 1-5 apply to the project because the project Lot's effective
impervious area is 4,800 SF which is less than 5,000 SF.
1. The purpose of this SWPPP is to describe the proposed construction
activities and all temporary and permanent erosion and sediment
control (TESC) measures, pollution prevention measures,
inspection/monitoring activities, and recordkeeping that will be
implemented during the proposed construction project. The
objectives of the SWPPP are to:
2. Implement Best Management Practices (BMPs) to prevent erosion
and sedimentation, and to identify, reduce, eliminate or prevent
stormwater contamination and water pollution from construction
activity.
3. Prevent violations of surface water quality, ground water quality, or
sediment management standards.
4. Prevent, during the construction phase, adverse water quality
impacts including impacts on beneficial uses of the receiving water
by controlling peak flow rates and volumes of stormwater runoff at
the Permittee's outfalls and downstream of the outfalls.
Insight Engineering Co. - Stormwater Site Plan 07/24/19
- 13 -
