It shall also be stipulated therein that such promise or covenant <br /> is made for the benefit of such laborers individually, and that <br /> any laborer employed by such contractors or sub-contractors shall <br /> have a cause of action against such contractors or sub-contractors <br /> for the difference between said rates and the amount actually paid <br /> to such laborer; and it is hereby enacted that any laborer so em- <br /> ployed shall have such cause of action. <br /> Contractors , sub-contractors, and others shall also <br /> stipulate therein that they will keep pay books, in which shall <br /> be entered the names of all laborers so employed by them, the rate <br /> of wages received by each employee, the number of hours so em- <br /> ployed each day, and such books shall at all times be open to the <br /> inspection of any of the city commissioners, and when requested <br /> they shall be exhibited to said commissioners , and before any <br /> payment or payments are made under such contract they shall , if <br /> requested by said commissioners, file a verified pay roll showing <br /> all of said facts; and it is hereby made the duty of all contractors <br /> and sub-contractors: doing public work to keep and exhibit such <br /> books and to file the verified pay roll aforesaid, when so requested. <br /> Such contract shall contain a stipulation that any violation of <br /> this ordinance, or of any of the covenants, promises or stipulations <br /> herein provided for, shall entitle the city of Everett to cancel <br /> and terminate the contract with said contractor, and it is hereby <br /> enacted that said city, acting by its council , shall have the right <br /> to cancel and terminate such contract for such cause or causes. <br /> section 4: No contract made or entered into with the <br /> city of Everett shall be assigned, transferred or sublet, nor shall <br /> any of the work therein provided for be sub-contracted or sub-let <br /> save by the written consent of the city council and signature of <br /> the mayor of the city of Everett , nor shall any subletting or sub- <br /> contracting of such work, or of any part thereof, be approved or <br />
