Project delivery methods <br />evaluated under this task will include traditional design, bid, build; general contractor/construction <br />manager (GC/CM); progressive design-build; and fixed-price design-build. Critical success factors <br />(CSFs) for this project include maintaining uninterrupted plant operations and completion of work in <br />year 2028. The project delivery evaluation will consider the influence of each delivery method on <br />project budget, schedule, equipment procurement, operational considerations, construction phasing <br />and commissioning, risk, and contractor selection criteria. This work will be completed through <br />interactive workshops with the City structured to define the project drivers and objectives/CSFs,
