October 22, 2025 <br /> <br />5 <br /> <br />Comments were made by Council Member Vogeli and Council Member Fosse asked questions <br />regarding services and citations. Lacey Offutt, Legal, and Robert Goetz, Police, answered Council <br />questions. <br /> <br />Moved by Council Member Fosse, seconded by Council Member Bader, to amend Section 1 of <br />the ordinance to read as, “Chapter 9.54 EMC will remain in full force and effect until December <br />31, 2027, or until City Council repeals or otherwise amends it.” <br /> <br /> <br />Roll was called with all council members voting yes. <br /> <br />Motion carried. <br /> <br />Moved by Council Member Fosse, seconded by Council Member Vogeli, to table Council Bill <br />2509-53, to be rescheduled for a future meeting prior to the sunset date. <br /> <br /> <br />Roll was called with all council members voting yes, except Council Members Bader, Zarlingo, and <br />Schwab who voted no. <br /> <br />Motion tabled. <br /> <br /> <br />RESOLUTION – PROHIBITED AREAS RELATED TO AREAS OF DRUG TRAFFICKING <br /> <br />Moved by Council Member Bader, seconded by Council Member Rhyne, to adopt Resolution <br />No. 8228, establishing Prohibited Areas related to areas of drug trafficking. <br /> <br />Discussion ensued with Lacey Offutt, Legal, answering Council questions. Nathan Wallace, Police, <br />provided data regarding SODA zones in the proposed area. <br /> <br /> <br />Moved by Council Member Rhyne, seconded by Council Member Bader, to amend the <br />Resolution to add sections around Rockefeller Avenue to the SODA areas. <br /> <br /> <br />Roll was called with all council members voting yes, except Council Member Vogeli who voted <br />no, on the amendment. <br /> <br />Motion carried. <br /> <br />
