October 29, 2025 <br /> <br />1 <br /> <br /> <br />The regular meeting of the Everett City Council was called to order at 12:31 p.m., October 29, <br />2025, by President Schwab. <br /> <br />Upon roll call, it was found that Mayor Franklin and Council Members Bader, Rhyne, Vogeli, <br />Tuohy, Zarlingo, and President Schwab were present. Council Member Fosse was excused. <br /> <br />Council Member Tuohy led the Pledge of Allegiance. <br /> <br />Council Member Rhyne recited the land acknowledgement. <br /> <br />The minutes of the October 22, 2025, meeting were approved. <br /> <br /> <br />MAYOR <br /> <br />Mayor Franklin read a proclamation recognizing October 28,2025, as National First Responder <br />Day, and invited staff from the CARE Team, Public Works, and Police to accept the proclamation. <br /> <br />Mayor Franklin also expressed support with Consent Item No. 6, the agreement with Volunteers <br />of America, and reported on her attendance at the Sound Transit Board of Director’s meeting. <br /> <br /> <br />PUBLIC COMMENT <br /> <br />The council received two (2) written comments, and the following members of the public <br />provided comments: Rich Ryan, Judith McNeil-Boggs, Kenneth Earl Ferrier II, Michelle <br />Pendergrass, Scott Sparling, Daniel Dotson, Rudy Castro, and Annie Fitzgerald. <br /> <br /> <br />COUNCIL <br /> <br />Several Council members thanked the public commenters and expressed upset at the recent fire <br />at Wiggums Hollow Park. <br /> <br />Council Member Bader thanked the Mayor for her report on Sound Transit, asked Administration <br />to provide an update regarding ridership in Everett and suggested the possibility of adding <br />cameras to city parks. <br /> <br />Council Member Rhyne thanked the Downtown Everett Association for the recent Halloween <br />event, thanked the Everett Farmer’s Market, and reported on her attendance at the Everett <br />Historical Society meeting.
