November 5, 2025 <br />1 <br />The regular meeting of the Everett City Council was called to order at 6:36 p.m., November 5, <br />2025, by President Schwab. <br />Upon roll call, it was found that Mayor Franklin and Council Members Fosse, Rhyne, Schwab, <br />Vogeli, Zarlingo, Bader, and Tuohy were present. <br />Council Member Bader led the Pledge of Allegiance. <br />Council Member Zarlingo recited the land acknowledgement. <br />The minutes of the October 29, 2025, meeting were approved. <br />MAYOR <br />Mayor Franklin congratulated Council Members Rhyne, Schwab and Zarlingo on their re- <br />elections. She invited Fire Chief Dave DeMarco to provide an update regarding the playground <br />equipment fire at Wiggums Hollow Park. She also invited Ben Breeden and Kelli Roark, <br />Community Development, to provide an update on the City’s homeless response. <br />PUBLIC COMMENT <br />Council received five written comments and the following members of the public spoke: Mason <br />Rutledge, Wendy Grove, John Carswell, Rich Ryan, Corlonda Byrd, Sister Adelaide, and Carly <br />Zaugg. <br />COUNCIL <br />Several council members thanked the public commenters and encouraged shopping locally. <br />Council Member Rhyne commented on her attendance at the ribbon cutting for a new store, <br />Moss and Marigold, on Colby. She stated the latest Council newsletter is live. She also stated the <br />Lodging Tax Advisory Committee is now accepting lodging tax grant applications. <br />Council Member Vogeli provided a quote from a 2016 court case on homeless facilities. <br />Council Member Fosse reminded that next Tuesday is Veteran’s Day.
