Consor • September 2025 • CIP Tool Support • City of Everett, WA
Scope of Services • 3
projects as part of the 2024 Comprehensive Sewer plan and allows for additional cost
information to be added to the database by the user. The CIP tool database can be
expanded to include other types of projects like water, storm and streets projects, to
be entered into the database by the City using the CIP tool. It also allows scoring and
ranking of CIP projects based on multiple priority categories (capacity, health and
safety, O&M, risk of failure, consequence of failure etc.). The CIP tool and database
also has the capability of creating custom fields and templates.
o The software will allow for project summaries and CIP table reports to be printed
directly from the CIP tool.
o CIP tool software shall be integrated with GIS mapping to provide project location
information.
Instructions to IT for installation, (“runbook”) in pdf format.
Assumptions:
There will be approximately 12 project manager “users” that will need access to the software,
in addition to Software Admin/IT staff. That number may increase or decrease depending on
Public Works staffing and expansion of the CIP tool use to other work groups within Public
Works department.
The CIP tool will be hosted on City servers after deployment by Consor.
The master database is included in the CIP tool.
System requirements include:
o Relationship to 3rd Party hardware and software: documentation will be provided as Consor is
creating the run book. The City needs to purchase the software prior to installation.
o Confidentiality: The database will not be shared publicly or to third parties without prior
authorization of the City.
o Intellectual property: Jaspersoft Studio is a paid version and not an open source. They do use
open‐source libraries. The vendor will support the product since it is purchased and licensed.
Task 3 Technical Support
Objective
Provide on‐going technical support for the CIP tool after deployment of the software.
Activities
3.1 Tier 1 Support –Minor Enhancements
Included Services up to 20 hours of work per month:
