Exhibit A (Scope of Work) <br />Reid Middleton Proposal <br />Everett Police Department Boat House Study – Full Design Estimate <br />A. PROJECT UNDERSTANDING <br />Reid Middleton provided a proposal to design a replacement for the existing Everett Police Department Boat <br />House, at the City of Everett’s request. The boat house is located at the Everett Marina, Central Dock, H18. The boat <br />house is approximately 19-feet by 48-feet and was constructed around 1997. A site walk for project scoping was <br />conducted on March 5, 2025. The boat house houses a single police boat with twin outboard motors. The structure <br />includes a roughly 10-foot-wide loft, spanning the width of the structure, over the entry. Access to the loft is <br />provided via a ship’s ladder style stairway. There are number of operational deficiencies in the current facility, as <br />well as visible deterioration to the floats, the siding and some interior elements, which is driving the replacement <br />project. <br />The following improvements will be considered for the design of the new facility, based on a request provided by <br />the City of Everett: <br />1.Exterior: <br />a.New floats, as noted above. <br />b.Siding, windows, pressure treated wood to prevent rot at locations exposed to <br />moisture. <br />c.Attachment mooring and angled plank entry. <br />2.Interior: <br />a.Dive lockers. <br />b.Wider side planks, for walking access. <br />c.Overlap deck with boat floatation, to restrict animal access. <br />d.Anti-slip surfaces. <br />e. Interior walls to be covered with cleanable surfaces, approximately 8-feet tall <br />(no exposed studs). <br />f.A total of 3 hoses on each wall, for wash-down. <br />g. Lighting, to include red and white light option. Red light should be optimized to preserve night vision. <br />3. New garage door with 3 rows of windows towards top and animal entry restriction at the bottom. <br />4.Larger Loft: <br />a.Approximately 20-foot depth by the width of structure. <br />b.Office and technology package, to provide wifi, so that tablets can dock. <br />c.Secure door, providing a sealed room with windows to overlook the boat. <br />d.Heater. <br />5. Security system. <br />6. Insulation. Based on the exposure to open water in the center of the boat house, insulation may be limited to an <br />enclosed loft area <br />B.SCOPE OF SERVICES <br />1.Site Investigation and 30% Design Phase. Reid Middleton and its subconsultants will develop schematic-level <br />design documents. These will generally demonstrate the viability of the system, identify space and system needs, <br />provide initial team coordination, and be the basis for an initial cost estimate. This phase will include one visit, to <br />observe the existing facility and to discuss the City’s expectations. An additional online coordination meeting with <br />the City is also expected. Deliverables will include PDF versions of the initial design drawings and the opinion of <br />probable cost. <br />2.60% Design Phase. Reid Middleton and its subconsultants will develop design development-level documents. <br />Design Development documents represent the first stage of development for construction documents but will not <br />include a sufficient level of detail for permitting, bidding, or construction.
