November 12, 2025 <br /> <br />1 <br /> <br /> <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., November 12, <br />2025, by President Schwab. <br /> <br />Upon roll call, it was found that Council Members Bader, Rhyne, Vogeli, Fosse, Tuohy, Zarlingo, <br />and President Schwab were present. Mayor Franklin was excused. <br /> <br />Council Member Rhyne led the Pledge of Allegiance. <br /> <br />Council Member Fosse recited the land acknowledgement. <br /> <br />The minutes of the November 5, 2025, meeting were approved. <br /> <br /> <br />PUBLIC COMMENT <br /> <br />The council received one (1) written comment and the following members of the public spoke: <br />John Martin. <br /> <br /> <br />COUNCIL <br /> <br />Council Member Bader reported on his attendance at the Puget Sound Regional Council Growth <br />Management Board. <br /> <br />Council Member Rhyne thanked Veterans for their service, reminded the public that the Port <br />Gardner Neighborhood Association meeting has been moved to Monday, and the Lowell <br />Neighborhood Association meeting is also on Monday. <br /> <br />Council Member Vogeli reported on her attendance at the Parks & Built Environment Council <br />Committee meeting. <br /> <br />Council Member Fosse advised that 115 years ago the Washington State Constitution was <br />amended to give women the right to vote, and she reported on her attendance at the ribbon <br />cutting for the new kitchen at the Boys and Girls Club. <br /> <br />Vice President Zarlingo reported on his attendance at the Dawson Place luncheon and the ribbon <br />cutting for the new kitchen at the Boys and Girls Club. <br /> <br /> <br />ADMINISTRATION UPDATE <br />
